GTC Supported establishment of the Green Growth Five-Year Plan (2019-2023) to efficiently and systematically implement the Green Growth National Strategy (May, Office of Government Policy Coordination) Overview According to Article 9 of the Framework Act on Low Carbon Green Growth, the government presented policy goals, promotion strategies, and policy directions for low carbon green growth as long-term strategy from 2009 to 2050 In accordance with Article 4 of the Enforcement Decree of the same Act, the "Five-Year Green Growth Plan" is established as a medium-term strategy for implementing the national strategy for green growth Accordingly, the 'Green Growth National Strategy' in 2009, the 'First Five-Year Green Growth Plan (2009-2013), the 'Second Five-Year Green Growth Plan (2014-2018)' in 2014, and the 'Third Five-Year Green Growth Plan (2019-2023)' in 2019 were established Major Achievements GTC presented 20 key tasks for the 5 policy directions to strengthen the harmony of the economy and environment and the "inclusiveness" of green growth through the 3rd Five-Year Green Growth Plan - Based on the results of the evaluation of the second plan, various opinions such as open discussions and consultations with related ministries are collected and finalized after deliberation by the Presidential Commission on Carbon Neutrality and the Green Growth and the State Council - The 5 policy directions consist of ① Effective implementation of greenhouse gas reduction obligations ② Clean and safe energy conversion ③ Innovation and achievement of green economy ④ Realization of climate adaptation and low energy consumption ⑤ Activation of green cooperation at home and abroad

GTC developed Packaged R&D Investment Model* for solving fine dust problem. Through the model, R&D budget for every project from various ministries concerned with solving fine dust problem can be distributed efficiently and the performance of those projects can be maximized either. * The model's core components : science technology + policy + social problem solving This study analyzed big data such as papers and patents for deriving 35 detailed technology classification systems in 4 support fields, setting common goals for each support field, performing R&D in related ministries, Connecting R&D performance and regulations, and supporting the discovery of new human resources for job creation. The 4 major support areas were ① identification and prediction, ② Minimization of exposure and health effects, ③ Improvement of communication system, ④ Decrease of carbon emission. As reviewing and supporting all R&D fields at the same time, GTC completed to make the model which enables to solve fine dust problem with improving 4 components, R&D - infrastructure - industry - law·system. By the way, the Ministry of Science and ICT proposed to become a control tower for fine dust R&D investment which plays a central role and all ministries cooperate to contribute to reducing national fine dust emissions by 33% by 2022. GTC will conduct national R&D policy research in the fine dust sector, which is linked to the technology system, R&D performance, and system improvement through the development and utilization of packaged fine dust R&D investment models. In addition, by strengthening R&D's social contribution, we will contribute to solving major problems closely related to people's lives and secure public support for government R&D.

GTC developed and announced '2012-2016 Statistics on Climate Technology Industry' to diagnose domestic industrial activities and environment related to climate change response technologies and industrial policy demands at home and abroad. This statistics are comprehensive surveys of detailed information (financial and technology status, overseas technology transfer demand, and commercialization experience) of companies related to climate change, and can be used as basic data for research in academia and research institutes. Statistics on climate technology industry, the first official national approval statistics related to climate technology in Korea, include establishing 45 climate technology classification systems (large categories: 3, middle categories: 14) and establishing databases (sales, R&D investment, employees) of domestic climate technology companies (6,644). According to statistics, sales reflecting the size of the domestic climate technology industry are 156 trillion won, and the company's own R&D investment is 1.5 trillion won, and the number of employees in the climate industry is about 170,000. From the perspective of climate technology sector, energy demand, renewable energy, and energy storage were counted in order. Based on these achievements, GTC was selected as the best institution for statistics improvement in 2018 by the Statistics Korea In the future, it is expected to be used in all directions such as national climate technology R&D and commercialization, and it will be used to improve the UNFCCC TNA classification system and contribute to the establishment of the international standard climate technology classification system.

GTC has been producing white papers covering green and climate technologies since 2017. In 2019 version, technology and financial mechanisms overview based on UNFCCC, and information on the operational status of major international funds/organizations are collected and organized systematically. * The 2017/2018 Green and Climate Technology White Paper summarizes major domestic policies, issues and national R&D plans for green and climate technologies in Korea, technology trends and prospects for 14 major green and climate technologies, detailed technology definitions, technology levels, and technology development directions In particular, technology-financial linkage analysis was conducted to support developing countries based on 14 green and climate technology divisions of technology mechanism and 33 climate multi-fund operations information of fiscal mechanism(from Climate Technology Project Status/Climate Funds Update). According to the national status of climate technology projects distributed by the climate technology division, renewable energy, agriculture, livestock, and energy demand technologies are activated in more than 80 countries, and climate change prediction and monitoring, forest, land, and water technologies are activated more than 70 countries. Also, there are several projects which are activated less than 10 countries, such as health (five countries), non-renewable (three countries), and energy storage (two countries) technologies. white papers on green and climate technology can be used as basic data for national R&D policies in the future, and will contribute to the revitalization of domestic climate technology by providing information on domestic and foreign information, issue analysis, international climate fund technology connection analysis, financial scale, technology investment trend, and financial type. <White Paper 2019 on Green Climate Technology> can be downloaded from the GTC website. At the 5th anniversary of the establishment of the CTCN at the 24th Conference of the Parties to the UNFCCC on December 10, 2018, GTC was selected as the CTCN Network Agency for the greatest contribution to climate technology cooperation under the UNFCCC The award was selected as the winner among 478 CTCN network organizations around the world, and it is significant that it has been recognized by the international community for its support and achievements in climate technology cooperation at home and abroad. GTC said, "In 2016, we became the world's largest CTCN TA operator, carrying out a total of four TAs, starting with winning the CTCN TA project for the first time among non-EU countries." Through this, we have provided an opportunity to transfer domestic climate technologies in various fields such as seawater desalination, climate-adaptive architecture, and energy to developing countries. In addition, the Ministry of Science and ICT, which is Korea's NDE, and domestic climate technology institutions were encouraged to participate in CTCN cooperation and supported domestic institutions' participation in networking and TA projects. As a result, Korea has the largest number of CTCN member institutions in the world (58 institutions), and the participation of domestic CTCN member institutions in TA (7 Institutions) has been increased. In particular, in order to expand the opportunity for domestic institutions to participate in TA, we planned a Korean-style CTCN Pro-bono TA projects that only domestic institutions can participate in and carry out bidding, providing opportunities to convey domestic institutional climate technology and promote its excellence to Sri Lanka, Ethiopia, and Serbia. In addition, as a regional partner of CTCN, we planned and hosted the 'CTCN Asia-Pacific NDE Regional Forum' jointly held by CTCN and the Ministry of Science and ICT, contributing to the capacity development of NDE in Asia-Pacific and the revitalization of networking of domestic and foreign officials. GTC also planned and declared the Seoul Climate Initiative, the first regional forum held by CTCN, in which local NDE participants expressed their willingness to cooperate in climate technology cooperation. The Seoul Climate Initiative includes information on climate technology R&D, demonstration and technical cooperation to respond to climate change issues in the Asia-Pacific region. With the award of the CTCN Recognition of Contribution, we will continue to strengthen cooperationwith CTCN, contributing to the capacity of domestic member institutions as a representative CTCN network institution, and contributing to the transfer of domestic climate technology and revitalization of projects for developing countries.

GTC has established a customized Climate Technology Information System (CTis) that provides specialized information on climate technology international cooperation (climate technology policy and technology trends, climate technology DB, cooperation platform, and data analysis). The main functions of CTis are divided into four categories ① policy and technology trends, ② climate technology DB, ③ cooperative platform, ④ data analysis. - ① Policy and technology trends: Provide the latest domestic and international climate technology cooperation trends, such as domestic and international news and global policy trends - ② Climate technology DB: Comprehensive domestic and international climate information including technology demand information and patent information in developing countries - ③ Cooperation platform: Provide information necessary for cooperation, such as online capacity building, climate technology cooperation project information, and technology matching - ④ Data analysis: Providing business information related to climate technology cooperation and providing statistical data related to climate technology cooperation through various visualization and analysis processes CTis systematically and comprehensively collects and provides information on climate technology cooperation at home and abroad by performing the functions of an online information portal and platform to support global climate technology cooperation. We will continue to contribute to the overseas technology transfer and commercialization of domestic climate technology through systematic information provision and securing various contents through continuous operation such as expansion of information scope and system advancement.
